See the walkway in this photo? Notice the steps from the street level down to the water level?
Take note of the posts next to the gondolas. They don't change height, only the water level does...

Well, Venice doesn't flood infrequently, but yes, right now is not a good time to go there. Or to Rome, they've got some flooding too....
